Former Senator Jon Kyl, R-Ariz., answers a question after Gov. Doug Ducey, R-Ariz., announced the appointment of Kyl to fill Sen. Jon Kyl, a fellow Republican, will fill the Senate seat previously held by the late Sen. Kyl will serve until at least the end of the year; should he choose not to serve beyond the remainder of 2018, Ducey will have to name another replacement to serve out the rest of McCain's term.

Republican Jon Kyl cited his sense of duty in accepting the appointment but said he's only committing to serve until the end of the congressional session next January 3. He is a lawyer, who has been acting in recent weeks as the top liaison to the Senate on behalf of President Donald Trump's Supreme Court nominee Brett Kavanaugh.

Ducey is expected to hold a news conference Tuesday to officially announce Kyl as McCain's successor in the Senate.

"The best piece of advice I received was from another governor who said, 'just do the right thing". Jon Kyl's willingness to go back to the Senate and replace her father, who died of brain cancer last month.

The GOP is hoping he'll be a more reliable partisan vote than McCain, whose opposition to a partial repeal of President Obama's health care law pitched the party into turmoil a year ago. "Now Sen. Kyl can cast a vote for Kavanaugh's nomination".

"I think McCain would be very happy with the pick".

Arizona Gov. Doug Ducey says former Republican Sen.

McCain's widow, Cindy McCain, tweeted on Tuesday her congratulations and support for Kyl. If Kyl leaves before the 2020 election, Ducey would make another appointment. At this point, Kyl might not serve past December, casting more uncertainty into the race for McCain's seat. Jeff Flake, who is stepping down at the end of the year, succeeded Kyl in the Senate.

Kyl said he accepted the appointment because he is putting country first, like McCain did so many times during his political career.

The son of a former congressman, Kyl, who's now 76, was elected to the House in 1986 and the Senate in 1994, establishing a reputation as one of the Senate's most conservative members and rising to become the second-ranking Republican in the chamber and a top deputy to Mitch McConnell before retiring rather than seeking re-election in 2012.

While shepherding Supreme Court picks, Kyl has not indicated he's a Trump loyalist, saying in a February interview that the president is a "phenomenon that has to be dealt with". ". There is no replacing John McCain, but the law requires me to do it".

Representative Steny Hoyer, the No. 2 Democrat in the House, said given that the Arizona governor was "not going to appoint somebody who is going to vote with us, it's a pretty good appointment". Unlike McCain, whose record was mixed, Kyl voted in favor of a constitutional ban on same-sex marriage in 2006, and for ending special funding for minority and women-owned businesses.
