To unlock dark mode in Messenger, you must first send a message to someone you know (or even yourself) that consists exclusively of a crescent-shaped moon emoji (the one that looks like this: ☽).

It seems Messenger's new dark mode was added in one of the app's most recent updates. It is important to note here that it can't be the moon emoji with the face, it should be the left-facing, crescent moon emoji. Force quit the Messenger app and restart it, then try again.
